PROGRAM MANAGEMENT AND LEADERSHIP. The ombudsman is an independent, neutral, informal, and confidential resource that will help resolve individual and systemic issues affecting I&A. He or she will identify and oversee core ombudsman business processes to facilitate responsive and timely products and services. The ombudsman will help maintain high standards of excellence; reinforce a culture of ethics, integrity, and professional responsibility; and minimize conflict to maintain focus on the mission of addressing key intelligence questions to keep the homeland safe, secure, and resilient. The ombudsman will support and promote core leadership development and values by identifying concerns, trends, and systemic problems, particularly in complex, highly sensitive and complex organizational matters. He or she will provide frameworks for approaching conflict resolution corporately and in line with leadership values. In the interest of transparency, the ombudsman will consider ways to maximize available technology to promptly communicate ombudsman cases, particularly those impacting large groups of employees.
2. OMBUDS CASE WORK. The objective is to provide ombudsman services in full compliance and strict adherence to professional standards of practice and code of ethics. Emphasis is placed on providing a variety of interest-based approaches such as conflict coaching, informal inquiries, group facilitation and self-assessments, and other ombudsman techniques as appropriate. Use a case management system that tracks issues, not people, in a manner that does not breach confidentiality. Emphasis is placed on identifying concerns, trends, and systemic problems, particularly in complex, highly sensitive organizational matters. Regarding leadership and accountability, emphasis is placed on maintaining professional relationships with the greater ombudsman community to take advantage of interagency collaboration, coordination, and sharing of standards and best practices, especially in cases of common concern that transcend organizational boundaries.

In accordance with ICD 660, this detail qualifies as an IC Civilian Joint Duty Rotation and you may apply for Joint Duty credit upon successful completion of the assignment.
This is a 12 months IC Joint Duty Rotation, with an option to extend an additional year if all parties agree.
The selected candidate will be detailed to the position at his or her current grade and salary.
The position is located at 3801 Nebraska Ave NW, Washington DC at the Nebraska Avenue Complex (NAC). Less than a mile to the Tenleytown Metro Station on the Red Line. The NAC offers two shuttle busses that service Tenleytown Metro Station and L'Enfant Metro Station.
There are also several bus stops nearby at each entrance of the NAC, on either side of the compound on Massachusetts and Nebraska Avenues.
