The Supervisory Research & Development R&D Scientist (SR&D) / Lead in the Predictive & Forensic Analytics (PFA) Division (Division Chief) requires a combination of skills relevant to performing original research and program management as the position embraces a wide scope of activities that may be developed personally or in conjunction with internal and external performers. The position requires identifying NGA GEOINT hard problems through customer engagement, developing executable program plans with well-defined performance metrics, managing and monitoring external performers, and overseeing technology transition. A majority of the work of this division is classified, therefore, there are limited opportunities for telework.
The Predictive & Forensic Analytics Division Chief makes decisions that impact the resources (people, budget, and material) of the division, ensures the technical quality and timeliness of the work produced by employees in the division, and collaborates with supervisors across the organization in unstructured situations. Additionally, SR&Ds participate in the planning, directing, assigning, leading, and monitoring of work in the division, hiring or selection of employees, and managing and appraising employee and organizational performance. Specific duties of the position include:
- Supports the Analytic Technology Office (ATO) to construct and implement a strategy and portfolio approach to advance predictive and forensic analytics technologies with new and innovative capabilities for NGA, DoD, and the IC. - Oversees collaboration with DoD and the IC to identify and operationalize solutions to common challenges. - Oversees technical experiments and develops new geospatial-intelligence exploitation and collection capabilities. - Oversees the maintenance and growth of technical expertise of others and follows the latest research developments in relevant fields to ensure NGA Research and Development becomes a trusted partner that knows state-of-the-art globally. - Oversees the communication of research findings to and by peers and leadership through the development of reports, conference proceedings, presentations, white papers, and peer-reviewed articles. - Oversees existing active research projects and/or initiates their own original project in support of the NGA mission and contributes to aspects of that project that are relevant to their skills and background - Oversees the identification and arrangement in contracting of internal or external performers who have field relevant expertise with respect to the project goals and coordinates with NGA KC's to ensure successful project transition and utility - Serves as a supervisor and mentors a diverse, multi-disciplinary team of scientists who are discovering, exploring, developing, and delivering powerful new technologies - Mentors and coaches division members to develop their research proposals based on the Heilmeier criteria, particularly with respect to milestones and technical objectives. This includes mentoring division members to work with the Research Plans, Programs and Execution Office to create funding solicitations such as Broad Area Announcements. - Scopes programs and ensures appropriate resources are available to support division initiatives - Assists the ATO to provide technical leadership and subject matter expertise to advise stakeholders across NGA, DoD, and IC to: - Speak publicly on NGA predictive and forensic analytics research and represent NGA as a Subject Matter Expert (SME) on high-level boards, committees, and working groups - Ensure compliance with all federal regulations applicable to source selection, security, and execution of R&D programs

Mandatory -Demonstrated experience leading and/or supervising a team. -Demonstrated excellent oral and written communication skills. -Demonstrated experience advising leadership and stakeholders on GEOINT topics. -Demonstrated experience successfully managing schedule, budget, and program risk for fast-paced advanced technology development programs, including demonstrated ability to quickly identify and resolve program execution issues. -Demonstrated experience drafting statements of work, deliverables requirements documents, and realistic program milestones for contracts.
Desired -Demonstrated scientific experience in GEOINT technologies related to predictive and forensic analytics. -Demonstrated experience transitioning capabilities to an operational environment. -Demonstrated experience in personnel management. -Demonstrated experience evaluating proposals for realism and responsiveness to solicitations. -Demonstrated experience working with GEOINT hard problem areas of Target Custody and/or Integrated Collection Orchestration
