Under the supervision and guidance of a Senior Foreign Service (O-8 / SES-2 level) Foreign Policy Advisor, the Deputy POLAD prepares a broad range of materials to support the POLAD and USTRANSCOM Commander, Deputy Commander, and senior staff, including briefing papers, informational background notes, and other geopolitical, political-military, economic, and various strategic foreign policy analytical documents that are relevant to the activities and responsibilities of USTRANSCOM as it carries out its global logistics and transportation mission. The Deputy POLAD attends a wide range of internal staff and working meetings including with the Command's Chief of Staff, the J3 Director of Operations, and the USTRANSCOM Joint Intelligence Operations Center (JIOC), along with other joint working and planning groups. In so doing, the Deputy POLAD represents the POLAD Office and provides foreign policy analysis and guidance that may be relevant in these meeting fora. The Deputy POLAD also produces a daily written report that summarizes key State Department diplomatic reporting; this report is disseminated throughout the Command to inform mission planning and crisis reaction to fast-breaking world events and any anticipated effects on foreign policy. Occasional domestic travel may be required in support of the POLAD Office and the Command.

Candidates must be self-motivated and proactive; have excellent written and oral communications, organizational representation, customer service, interpersonal relationship development and networking skills; significant experience with non-technical writing, briefing preparation, activity coordination, scheduling, and tasker monitoring and completion; and possess the ability to work independently as well as in a hierarchical team environment, sometimes under significant time constraints. Candidates must be conversant about international affairs and U.S. foreign policy, with a healthy curiosity about these matters a significant plus. Finally, the candidate must have the ability to prioritize tasks and requirements effectively and efficiently, remaining flexible and calm under changing requirements. A competitive candidate will be a team-oriented individual who takes initiative on activities and is able to learn from and adapt to change.

During the course of this assignment, the candidate will gain a thorough understanding of the following concepts:

1. Department of State (DoS) mission, organization, structure, and culture.
2. DoS policy perspectives concerning U.S. allies and partners, U.S. competitors, and other regional influences.
3. Current U.S. foreign policy priorities, so as to better advance the State Department's and the Administration's political-military missions.
4. Synchronization and coordination between the DoS and Department of Defense (DoD).
5. United States Transportation Command (USTRANSCOM) mission, organization, structure, culture, and protocol.
6. U.S. military operations, planning, and exercises and their benefits with a specific focus on how they enhance overall cooperation between the DoS, DoD, and other interagency partners.
7. Principles and doctrine of joint planning with specific focus on the difference between strategic/campaign planning, contingency planning, and crisis planning and how they are developed within USTRANSCOM.

The position is targeted for the grade of GG/GS-15 level. Applicants from top performing personnel at the grade GG/GS-14 level are also permitted to apply.
