This position is assigned to the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)), Counterintelligence (CI) and Identity Intelligence (I2) Directorate (CI2), and will serve as the senior Department of Defense (DoD) representative and deputy director (DD) for the National CI Task Force (NCITF). The NCITF is an FBI-led, multi-agency, national level initiative to target and defeat foreign intelligence entity threats to the United States. The NCITF uses a whole-of-government approach to create a collaborative environment designed to develop innovative and collaborative methodologies to address foreign intelligence threats to the Department's personnel, critical programs and technology, and critical infrastructure. The NCITF enhances collaboration between the newly created multi-agency CI task forces (CITFs) operating within the FBI Field Offices across the United States. The senior DoD representative and DD for the NCITF is responsible for representing DoD interests on the NCITF with respect to CI strategy, threat prioritization, training, analytical support, technical expertise, coordination, standardization, and information sharing. The coordination and synchronizing of CI activities of the various DoD components with representatives at the NCITF/CITFs is in accordance with DoD policy that assigns the USD(I&S) as the Principal Staff Assistant to the Secretary of Defense, for CI.

Current credentialed Military Department CI organization (MDCO) Special Agent in the grade of GS/GG-15, with broad knowledge and experience in conducting and managing counter espionage investigations in an interagency environment; economic espionage tactics and threats; foreign intelligence entity modus operandi; CI support to research development and acquisition; and technology protection. Knowledge in cyber-enabled technology transfer and intellectual property theft is desired.
Must possess current TS/SCI eligibility.
The member will gain in-depth knowledge of FBI CI Division, its processes, oversight, and direction and relationships with FBI field offices, with a key focus on its management of CITFs.
The member will gain a broad understanding of national level priorities and strategies to include the National Security Strategy, National Defense Strategy, National CI Strategy, and the DoD's CI Strategy, in order to plan coordinate, and execute sound national level CI campaigns.
As the senior DoD representative to the NCITF, the member will learn the organizational mission priorities of all DoD entities on the task force, and have key understanding of each member's authorities and capabilities. Additionally, the member will gain substantive knowledge on the 35+ non-DoD agencies, and how they can apply their perspectives, authorities, and capabilities to meet complimentary DoD CI objectives.
The member will develop subject matter expertise on the use of FBI case file and database systems; FBI reporting requirements, what information is resident in each system, and the processes and mechanisms through which FBI information may be disseminated to NCITF-internal and external organizations for investigative or operational action.
The member will gain familiarity with the layout of the NCITF and 56 CITF locations and their mission focus, priorities, and areas of significant interest to the Department of Defense, to enable interagency actions to identify, mitigate, neutralize, and prosecute, criminal and national security threats using a whole-of-government approach.
