The intelligence elements of the Coast Guard support Coast Guard tactical and operational commanders, strategic planners, and decision makers. Coast Guard supports the IC, Department of Homeland Security, and federal, state, local, tribal, and foreign partner agencies by providing objective, through, accurate, timely, usable, relevant intelligence about maritime domain, potential threats, and adversaries' capabilities, limitations, and intentions.
This position is located at the U.S. Coast Guard Intelligence Coordination Center (ICC), a tenant command at the National Maritime Intelligence Center (NMIC), in Suitland, MD. This position serves as a Reports Officer within the Collections and Reports Division, supporting the Coast Guard Reports Officer Program through the production and timely dissemination of Coast Guard law enforcement intelligence reporting to the Intelligence Community (IC). The incumbent should possess knowledge of and experience with U.S. national reporting requirements, policies, methods, and tools, and reports directly to the Collections and Reports Division Chief. Coast Guard Reports Officers engage and coordinate with the IC, Department of Homeland Security (DHS), and federal, state, local, tribal, and foreign partner agencies by providing accurate, timely, usable, relevant intelligence and reporting concerning the maritime domain, including potential threats, and adversary capabilities, limitations, and intentions.
The incumbent serves a vital role in providing influence and continuity to the Reports Branch. They use automated systems to produce, review, and publish raw, unevaluated Intelligence Information Reports (IIRs) derived from Coast Guard law enforcement and operational reporting. The incumbent applies the National Intelligence Priorities Framework, Intelligence Collection Requirements, and Priority Intelligence Requirements to the IIR production process, and ensures IIRs meet compliance and oversight policies.
Incumbent identifies information of intelligence value derived from service law enforcement or operational reporting; drafts and disseminates high-quality IIRs that accurately respond to national level information gaps and intelligence collection requirements.
Reviews, edits, and releases IIRs drafted by junior Reports Officers/peers to ensure accuracy, format, and adherence to principles of intelligence compliance and oversight.
Coordinates and de-conflicts Coast Guard reporting activities with headquarters and subordinate units, and counterpart law enforcement and IC organizations and agencies. Develops additional contacts to supplement formal reporting mechanisms and established channels.
Recommends and advocates for appropriate reporting policies, procedures, and doctrine to the unit commanding officer, CG Headquarters Staff (CG-2), DHS, and the IC on intelligence reporting issues and policy development.
Tracks and maintains unit and service reporting metrics. Prepares and presents formal and informal IIR metrics briefings to command and service senior leadership, and Law Enforcement and IC stakeholders.
Researches and implements advanced reporting concepts, principles, practices, methods, and techniques. Keeps department officials, service policy professionals, and individuals in other organizations constantly apprised on significant new developments in the assignment area.
Interprets, develops, and implements policy guidance, and resolves conflicting views and recommendations.
Establishes, maintains, and enforces reporting Standard Operating Procedures (SOPs), and Tactics, Techniques and Procedures (TTPs).
Develops and employs Reports Officer training materials, SOPs, and TTPs to support the professional development of junior Reports Officers and unit reporting tradecraft.
Mentors junior Reports Officers by developing their skills and abilities, and providing guidance and feedback.
Provides or facilitates command/enterprise training on reporting procedures, tools, and policy. Seeks additional IC and LE training opportunities for professional development and in effort to maintain/enhance subject matter expertise.

Applicants must possess demonstrated expertise in the following areas: 1) Maintains specialized knowledge of national intelligence reporting criteria and processes, and intelligence community and law enforcement community collection requirements. 2) Comprehensive knowledge of the operations of the intelligence program of the organization and its relationship to the national intelligence architecture. 3) Knowledge and understanding of the functions and operations of other intelligence organizations, even though unrelated to own special field. 4) Broad knowledge of the influence of their specialized field upon foreign areas and peoples in order to develop probable courses of development and action. 5) Knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world. 6) Ability to present and argue effectively for a position.
This position is dependent on the approval and availability of ODNI CHCO Small Element Reimbursable (SERP) funding for Fiscal Year (FY) 2024.
