The intelligence elements of the Coast Guard support Coast Guard tactical and operational commanders, strategic planners, and decision makers. Coast Guard supports the IC, Department of Homeland Security, and federal, state, local, tribal, and foreign partner agencies by providing objective, through, accurate, timely, usable, relevant intelligence about maritime domain, potential threats, and adversaries' capabilities, limitations, and intentions.
This position is located in the Office of Intelligence Plans, Policy, and Capabilities (CG-25), Assistant Commandant for Intelligence (CG-2), Deputy Commandant for Operations (DCO), United States Coast Guard, Washington, DC. This position serves as the Deputy Chief, Office of Intelligence Plans, Policy, and Capabilities (CG-25D). The purpose of the position is to provide the processes, guidance, and assistance to USCG Intelligence Program Managers in the development of requirements and application of strategic mission planning best practices to ensure USCG intelligence mission performance is managed effectively and efficiently, reliably reported, and in compliance with the government laws and regulations.
This position oversees and supervises the Intelligence Operations Management and Planning Division (CG-255) and the Intelligence Capabilities Management Division (CG-257). Exercises oversight of and provides support to CG-2 liaisons representing CGIC interests in intelligence operations, tradecraft, analysis, capabilities, and other IC and law enforcement (LE) activities on detached duty to other government agencies.
Provides daily technical and administrative supervision to approximately twenty-nine (29) subordinate positions, military and civilian, ranging from the GS-05 grade level (or equivalent) to the GS-14 grade level (or equivalent). These positions include three (3) GS-14 equivalent positions (all supervisory and operating with a high degree of independence and freedom from direct supervision); ten (10) GS-14 or equivalent positions; five (5) GS-13 or equivalent positions; seven (7) GS-12 equivalent positions; one (1) GS-09 equivalent position, one (1) GS-07 equivalent position, and two (2) GS-05 equivalent positions.
Provides strategic and directorate level intelligence integration and planning to guide capability and resource implementation. Leads Coast Guard Intelligence Community (CGIC) efforts to integrate Coast Guard intelligence activities across strategic and service priorities. Acts as Portfolio Manager for designated portfolios per CG-2 Standard Operating Procedures (SOP) 16000.1.
Provides strategic program and project direction to define/justify intelligence requirements, prioritize activities, measure/monitor program/project implementation /health, provides guidance for implementation/utilization, and provides necessary resources for the long-term sustainment or retirement of intelligence capabilities. Provides cross-programmatic functional management and oversight for all aspects of the intelligence cycle performed by Coast Guard Intelligence (CGI): Planning & Direction, Collection, Processing, Analysis & Production, Dissemination, and Evaluation and Feedback.
Develops doctrine; policy; and tactics, techniques, and procedures (TTP) for all intelligence activities. Collects, distills, and disseminates CGIC lessons learned, and incorporates into policy and doctrine. Coordinates intelligence policy across CG-2 offices, CG-2 headquarters units, intelligence fusion centers, Area/District/Sector intelligence staffs, all Headquarters offices, the Department of Homeland Security (DHS), and the Intelligence Community (IC).
Leads strategic intelligence planning efforts and integrates other CG elements, DHS, Department of Defense (DOD), the Director of National Intelligence (DNI), and international allies. Manages CG-2 participation in exercises and Continuity of Operations/Continuity of Government (COOP/COG) contingency planning efforts. Oversees, coordinates, and synchronizes strategic CGI operations and campaigns requiring Coast Guard Headquarters (CGHQ) and seat-of-government liaison/coordination, when directed.
In conjunction with CG-094 and CG-LII, ensures CGIC functions and activities fully comply with the law, Executive Orders, Intelligence Community Directives (ICD), DHS policy, and Coast Guard (CG) policy.
Conducts interagency liaison and serves as the principal member to represent Coast Guard issues at various DNI, DHS, and DOD working groups and boards focused on intelligence requirements, activities, capabilities, tradecraft, and coordination.
Provides support to the DHS Maritime Domain Awareness (MDA) Executive Agent (CG-2 or delegate) and coordinates DHS contributions to the national MDA effort. Coordinates cross-directorate planning related to MDA policy and related capabilities.
Analyzes new or proposed legislation or regulations to determine impact on the Coast Guard Intelligence Community and intelligence programs. Assesses and analyzes these complex regulations and how to consider and translate their intent, relative to the program goals and objectives.

Applicants must possess demonstrated expertise in the following areas: 1) Mastery knowledge of intelligence disciplines, policies, and programs; analytical methods and interpersonal relations practices to develop new methods and approaches to program management, resource allocation, and personal training for the Coast Guard Intelligence Community. 2) Ability to advise top managers, senior leaders, and decision makers to act on recommended strategic planning and resource priorities, workforce, and program management decisions. 3) Have Intelligence knowledge skills and abilities equivalent at the GS-14 level and /or Supervise Intelligence Analyst, Specialist (0132) expertise within a TS/SCI environment. 4) Have knowledge on a wide range of complex fact-finding techniques, including cost-benefit analyses, trend and statistical analyses and workflow charting to develop new criteria for measuring program accomplishments or to establish basis for new systems.
Exercises independent planning, designing, and carrying out intelligence capability acquisition programs, information assurance program management, projects, studies, and evaluations. Assures reasonable equity among subordinate teams, of performance standards and rating techniques developed by subordinates. Directs a program with multimillion dollar resources. Makes decisions on work problems presented by subordinate team leaders.
Evaluates subordinate team leaders and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors (team leaders recommend ratings). Approves selections for subordinate nonsupervisory positions. Selects Team Leads.
Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to operations. Promotes team building and improves business practices. Plans work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Advises, counsels, and instructs employees on both work and administrative matters.
Interviews candidates for positions. Selects candidates for positions. Hear and resolve complaints from employees.
Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve the work directed. Develops performance standards.
