ONI is the Navy's preeminent Center of Excellence for operational and strategic analysis of events associated with the maritime domain. The center provides deep penetrating and predictive term intelligence to enable operational commanders and national policy makers to employ the right forces, in the right place, at the right time.
The incumbent will serve as an all-source intelligence analyst within the Maritime Sanctions Division, which is responsible for tracking, analyzing, and reporting on adversaries' illicit commercial activities in the maritime domain, including sanctioned imports and exports, the movement of sanctioned vessels, and sanctioned shipping practices. The division's efforts support senior U.S. Navy officials, as well as tactical, operational, and strategic decision-makers at all levels of the U.S. Government. The incumbent will routinely have the opportunity to produce analysis that directly informs the White House, National Security Council, National Intelligence Managers, other government agencies, DOD policymakers, and Theater and Fleet commanders on important national security issues related to sanctions.
The incumbent will help establish new processes, methodologies, lines of effort, and/or ways of thinking about complicated and developing sanctions-related issues within the civil maritime arena. In addition, the incumbent will work with IC and fleet partners to assess, validate, and, if needed, reshape operational and collection priorities to better coordinate and share information to enhance the U.S. Navy's sanctions-related missions.
Specific duties include: Research, write, and publish timely and relevant all-source, finished intelligence that fully adheres to applicable IC standards; Understand and analyze the commercial maritime industry, identify anomalous behavior, evaluate raw intelligence;, and utilize commercial industry resources to develop a comprehensive understanding of a maritime sanctions mission or issue; Clearly and concisely convey analytic findings to colleagues, partners, and senior leaders via briefings, analytic exchanges, and other mediums; Support U.S. Navy operations and various USG missions and objectives by enhancing the DoD's, national-level policymakers', and Intelligence Community's understanding of seaborne cargo movements, the commercial maritime industry and its dependencies, and various maritime events' impacts to national security; Collaborate with analysts across various disciplines, centers and agencies; Share information with interagency and foreign partners on maritime cargo issues; Identify information gaps and prepare collection requirements to meet current and anticipated intelligence needs.

Work is almost exclusively in an office environment on the ONI compound; however, short deadlines and suspense may require working under stressful environments. Work is performed in an adequately lighted, heated, and ventilated office. Short duration TDYs may be required.
