Dr. Jon Rosenwasser
Jon Rosenwasser is the Intelligence Community Chief Financial Officer (IC CFO) in the Office of the Director of National Intelligence (ODNI), a position he assumed in April 2024. In this role, Jon is the DNI’s principal adviser for the National Intelligence Program (NIP) budget and financial management responsibilities. He helps exercise the DNI’s responsibilities ascribed in law and executive order for developing the roughly $70 billion NIP budget request, advocating for it before the Office of Management and Budget and Congress, and ensuring its effective execution across the 18 elements of the Intelligence Community (IC). These efforts include developing budget performance objectives, ensuring the NIP’s affordability, and promoting sound NIP financial management systems.
Jon has had a varied career in government, think tanks, academia, and industry. From June 2013 until joining ODNI, he was budget and policy director for the U.S. Senate Select Committee on Intelligence. In that role, he oversaw development of the classified annex for the annual Intelligence Authorization Act; reviewed issues related to security (personnel vetting, facilities, and classification); and promoted quality in intelligence analysis. Jon served once before in ODNI, 2006-2013, to include as program manager for the Intelligence Community Strategic Studies Group and as a fellow at the National Intelligence Council. He was bestowed the DNI Exceptional Service Award. Earlier in his career, Jon was a research fellow at the Brookings Institution, an international affairs fellow at the Council on Foreign Relations, a consultant to the Defense Department on acquisition matters, and professional staff for national security affairs to the U.S. Senate Budget Committee. Jon also serves as an adjunct professor of the practice at Duke University’s Terry Sanford School of Public Policy.
Jon holds a Ph.D. in international relations from the Fletcher School of Law and Diplomacy at Tufts University, a master’s of public policy from the Terry Sanford School of Public Policy at Duke University, and B.A. (with honors) in political science from Stanford University. He is a member of the Council on Foreign Relations, Intelligence and National Security Alliance, National Trust for Historic Preservation, and National Stuttering Association.
